The SEC is expected to vote Wednesday on proposed changes to the agency's administrative proceedings as criticism rises that the forum is biased in favor of federal regulators. Potter explained, "Wednesday's hearing isn't so much about approving these changes as it is a chance for the commission to address and defend its administrative forum."
