Scott Thomas Appointed to Citizens Property Insurance Corporation's Board of Governors for Second Term
Burr is proud to announce that Jacksonville partner M. Scott Thomas has been reappointed to the Board of Governors for Citizens Property Insurance Corporation (Citizens).
Citizens is a not-for-profit alternative insurer, whose public purpose is to provide insurance to, and serve the needs of, property owners who cannot find coverage in the private insurance market. As a member of the board, Scott is responsible for administering a plan of operation approved by the Florida Financial Services Commission, an oversight panel made up of the Governor, Chief Financial Officer, Attorney General and Commissioner of Agriculture.

Scott's service to the State of Florida has spanned many years and roles. In 2015, Florida Governor Rick Scott appointed Scott to serve a four-year term as Chairman of the Florida Elections Commission, the state agency charged with enforcing Florida’s Election Code. From 2015-2023 Scott served on the Judicial Nominating Commission for the Fifth District Court of Appeals.
Beyond his civic involvement, Scott guides clients through complex litigation, including real estate and land use matters, business torts, contract and trust litigation, and shareholder disputes. In addition, Scott represents lenders in all aspects of special asset/commercial loan litigation. Scott has extensive trial experience, jury and non-jury, having served as lead trial counsel in both state and federal courts.
