Overview

For more than 30 years, Frannie Heizer has been practicing in the public finance group serving as bond counsel or underwriter’s counsel in a broad range of financing activities for governmental entities including school districts, municipalities, counties, and special purpose districts.

Frannie has served as bond counsel for more than half of school districts in the State of South Carolina.

Frannie serves as general counsel to the South Carolina Association of Governmental Organizations, a nonprofit corporation.

Frannie serves as general counsel to the Central Midlands Regional Transit Authority, in which capacity she has gained significant knowledge of Federal Transit Administration, the United States Department of Transportation, and the South Carolina Department of Transportation.

Frannie is a frequent presenter at conferences sponsored by the South Carolina Association of School Business Officials, the South Carolina Association of School Administrators, the South Carolina School Boards Association, and the South Carolina Government Finance Officers Association.

  • Bond Counsel for $638,982,000 Installment Purchase Refunding Revenue Bonds on behalf of several different South Carolina school districts (2015 and 2016).
  • Underwriter's Counsel for $361,995,000 Installment Purchase Refunding Revenue Bonds on behalf of several different South Carolina school districts (2015 and 2016).
  • Bond Counsel for $1,780,293,000 Tax Anticipation Notes, South Carolina Association of Governmental Organizations, Series 2002-2016 on behalf of South Carolina school districts.
  • Bond Counsel for more than $912 million in general obligation bond and bond anticipation note, water and sewer, acquisition, use and security agreement, capital lease, and special obligation bond issues (2016).
  • Assisted South Carolina school districts with successful referenda totaling more than $4 billion.
  • Bond Counsel for $1,932,334,000 Tax Anticipation Notes, South Carolina Association of Governmental Organizations, Series 2002-2019 on behalf of South Carolina school districts.
  • Bond Counsel for more than $2.1 billion General Obligation Bonds, South Carolina Association of Governmental Organizations, Series 2003-2019 on behalf of South Carolina school districts.
